Apostille on US Birth Certificate

Hi all, I am getting married next summer in Ireland & am told I require an Apostille on my US birth certificate. I have tried to research the topic online but it has been quite the minefield! I have contacted the US Embassy in Dublin who offered little to nothing.
From what I can gather I need to send my long form birth certificate to the county clerks office for verification. After paying the $3 fee for this does the form then have to be returned to me in Ireland or can it be sent from the county clerks office onto the New York State Department of State for authentication (provided I include the stamped addressed envelope)? This would allow for a significant saving in postage costs I imagine as I will also be including another self addressed envelope to be posted back to Ireland with the (hopefully) apostilled birth certificate.

Information on the process is so hard to decipher, I would appreciate any advice.
