question may be flawed already if you think Nugent played for Pompey when he made his England debut. He definately was playing for Preston at the time.

    McManaman
    Woodgate
    Owen
    Hargreaves
    Butland
    James
    Green
    Carson
    Nugent

    So OP -

    1. beckham - la galaxy
    2. owen - real madrid
    3. hargreves - b,munich
    4. mcmanaman - real madrid
    5. thompson - celtic
    6. woodgate - real madrid (i had to check up on this, yes he was still a real madrid player but he got his cap while on loan to middlesborogh)
    7. james - pompey(relegated that season 2010, then he played in world cup)
    8. carson - bursapor

    Correct ?

James played for England when he was at West Ham and dropped into the Championship in 2003/4

Nugent is definilety on the list

Butland has never played in the Premiership, but became the youngest ever England goalkeeper when playing against Italy in August this year

Rob Green made his debut at the end of May 2005 (when Norwich were technically relegated to the Championship), and also played at the end of May 2012 (when West Ham were technically promoted to the Premiership) so however you do the cut-off he qualifies in one or other of those seasons

I would argue that Woodgate was playing in the Premiership even if on loan, so he would not be on my list

So my complete list would be
    1. Beckham
    2. Owen
    3. Hargreaves
    4. McManaman
    5. Thompson
    6. James
    7. Carson
    8. Nugent
    9. Butland
    10. Green
