Notice of Termination

I gave my tenant notice to terminate back in February. I want to sell the property and I went through all the relevant procedures with the declaration, etc.
I gave the tenant the appropriate notice and he was due to move out in October. He has contacted me saying that his notice period should be extended by the length of the two eviction moritoriums totalling 175 day (137 + 38).
    Is this correct?
The second moratorium was introduced at the time that the tenant was due to move out. I had contacted the tenant and told him he could stay until after the moratorium.
Can anyone clarify if this is correct?
Are there any links to the revised regulations?

    Thanks
