Any suggestions for apps for blocking/controlling children's time on gadgets?

Find internet router for house. Remove from socket. Plug back in when needed.

Change the password on the main WiFi and use that yourself. Turn on the guest WiFi set a password and let the kids use that, turn it off when required.

Also worth noting, if you wish to ensure safe browsing on your home network, you can achieve this in a few ways..

    Free and easy method.

Change the DNS on your router using cleanbrowsing.org DNS filters.

    Here is the Family Filter

Blocks access to all adult, pornographic and explicit sites. It also blocks proxy and VPN domains that are used to bypass the filters. Mixed content sites (like Reddit) are also blocked. Google, Bing and Youtube are set to the Safe Mode. Malicious and Phishing domains are blocked.

So change the DNS on your router to the following

    IPv4 address: 185.228.168.168 and 185.228.169.168
    or
    IPv6 address: 2a0d:2a00:1:: and 2a0d:2a00:2::

Fairly useless if the kid has a phone

cleanbrowsing.org is very interesting but there are no details of who is behind this website/DNS? I'd be somewhat concerned that they can see your internet trafffic but we have no idea who they are.

Also, is there any noticeable degradation in internet performance from using this DNS?

I do like the idea of a trusted DNS that can filter out unsuitable content. Any idea if they can restrict YouTube that's played via an phone app or on a Smart TV app?

We are currently relying on our internet providers (Virgin Media) Safe Mode setting to filter out content in the house.

I would use any DNS resolver than an ISP's.

    cleanbrowsing.org uses DNS over TLS...

    Here's a bio from the creator https://dcid.me/

There is many DNS benchmark tools out there to test your own environment, here is one https://code.google.com/archive/p/namebench/downloads
