In Norway, EVs are VAT exempt. Are car imports from EFTA member subject to VAT here?

Just curious, if I imported an electric car, into Ireland from Norway, would I have to pay the VAT of 23% and 10% duties levied against most non-EU countries, on top of the standard reduced EV VRT reductions?

According to UK customs sites Norwegian cars are subject to same criteria as standard EU imports (i.e. no VAT or duties), but I can't find anything about importing from EFTA countries into Ireland?
