I'm thinking it's a new dog?
Buy a packet of Tasty Bites from Pedigree in the supermarket for about €2. They are the business for training. All dogs love them, the smell, the taste, the drugs in them, who knows but dogs go crazy for them.
Start asking the dog to do things around the home and give one or a piece of one - depending on the dog's size - as a reward.
Try rattling a paper/plastic bag first, or let the dog see you move the same hand all the time - in other words condition the dog that one sound or movement equals treat.
A couple of days or a week of this should have the dog trained enough for you to call her back with the same noise or movement, whistle, shout, whatever you choose.
Early in the morning along the river/canal banks is a quite time. Don't bother going out in the evening - packed full of joggers, walkers, cyclists and other dogs.
As the dog gets used to you and comes back to you you can start leaving her off for longer periods.
If she's not socialised to other dogs or has not learned that bikes are not dog eating monsters just yet, be careful and just leave her off for small distances.
Get her used to bikes as soon as you can and joggers.

I'd definitely advise the training to come for treats when you call her name before leaving her off. I use sausage bits or chicken bits and it works.

You could try the big field in St Joseph's but other dog owners do use it and its not completely enclosed at all but best I've found in the city.

As someone with a new dog and a dog for 5 years, I can not under emphasise the importance of taking her to dog training classes. You won't regret the money spent on them.

Best of luck, enjoy her and don't forget to pick up her poo. This city is terrible for it so don't follow the bad example set.

Apply caution to country locations. I used to walk my dog along the canal in Ardnacrusha, as it is closed off from the road. Sad to say there has been a number of cases of poising there the last few years. People leaving sausages with poison so be careful (not trying to scaremonger if you search you will find info, vets dealing with cases spoke to press.)

If I could recommend one thing to train the dog on its the "look" command.

I also trained my dog from stuff I read and after about 6 years when I could afford to take her to classes the "look" command was the one I had missed out on and a very important one at that. You say look and hold a treat in front of your nose. When they look at you they get the treat. You get them to do it everywhere and keep giving them loads of treats for it. Eventually, when you command them to do anything you can say look first and then the command.
