American Studying In Ireland

    Hi

    I have an American friend who wants to study in Ireland. He's eligible for Irish citizenship but the thing is, he thinks, according to this: http://www.ucc.ie/calendar/general/info013.html
    Previous Work/Studies Test

    An applicant must have spent 3 of the last 5 years in full time study or work in an EU/EEA/Swiss member state prior to the commencement of the programme.

    He's ineligible to study here as he has already previously has in America. Or would the fact that he is (or soon to be anyway) an Irish citizen not exclude from having to work here for 3 years?

    He can study here if he likes, the issue is the fee level he'd have to pay. Citizenship is only one element of the assessment, residency is the other. The 3 out of 5 yr rule is a roundabout way of satisfying residency, i.e. he would phyiscally have had to be in the EU for 3 of the last 5 years. Ultimately he is a non-EU student irrespective of his entitlement to Irish nationality.
