Looking for recommendations for a rifle sling, Neoprene or leather? and something that doesn't break the bank (seen some for €110+)

Youll find it difficult to break a old MG sling plus the leather in them is better quality than most modern slings

I like this one which has a zip down the centre so it can be used to carry the rifle over both shoulders backpack style when required.
They are out of stock at the moment but more are on the way - my nephew is waiting for one.

Bought an Allen Yukon Sling some years back. It was €25 at the time but have gone up a little since.

It has a 2" strap with a seriously good shark skin backing and four round/bullet holders built in.

It's comfortable, and the shark skin is some of the best i've seen and doesn't allow the rifle to slip at all.

If you look around, and search Google you might be lucky to find a Niggeloh which i think are the best out there for around €50, but normal price can be over €100.

Here is a review i done a few years back.
