Some seriously weird victorian era notions on this thread. Basically if you are out at night, you are up to no good, you are only entitled to public services, like transport, if you are going to work or to Mass according to some.

if, on the off chance dublin bus decided they don't want it then the NTA can use the normal contracting rules to find another provider. normal rules should apply like any other service.
