Hi all,

    ABP submission is planned in the latter half of 2022. At current timelines, that would take one year. There's at least 2-3 years of advance works so the earliest it could start is 2025.

    But 2025 will see the M21, M28, Galway Ring Road, and the M20 under construction. They will cost ~€2bn between them. This will have to wait its turn.

    I would be amazed if the Galway Ring Road was under construction in 2025. I don't think it is certain that it will be approved and even if approved, there will be all sorts of legal challenges. For thr cost of it, they could probably build both N2 schemes and the Virginia Bypass as well. And those projects would actually solve the problems they are intended to address, unlike the Galway project.

    Much to the chagrin of the Minister for Transport, this scheme has been successful in being awarded 2.3 million euro from the EU's Connecting Europe facilility, which will be matched from the Department of Transport.

    This should clear the project to be ready for An Bord Pleanala submission in late 2024 or so

    In Monaghan, I was delighted to see the council's success in this year's CEF funding announcement with €2.3 million being allocated by the Commission towards the N2 Clontibret to the Border project

    Background:

    After being suspended for almost two years, the N2 Clontibret to Border Road Scheme has secured EU and Department of Transport funding and is now back up and running.


    Jacobs commenced the design process for this project in late 2018. The design process is following a framework set out by Transport Infrastructure Ireland (TII) called the ‘Project Management Guidelines’. The guidelines break the design of major road projects into phases, and by early 2021 Phase 1 and 2 of the design process were complete, and a 400m wide Preferred Route Corridor was published.


    The Phase 3 design process (Design & Environmental Evaluation), commenced in Spring 2021, however due to TII funding constraints in 2022 and 2023 the project was suspended and no design work has taken place since the early 2022. The project remained a priority for Monaghan County Council and alternative sources of funding were explored. In January 2023 the Council made an application to a European Union fund called the ‘Connecting Europe Facility’ (CEF), which aims to promote growth, jobs and competitiveness through targeted infrastructure investment. The project passed the evaluation stage in June 2023, and in October 2023, CEF funding of €2.335m was approved through the fund, with match funding to be provided by the Department of Transport. This will allow the Phase 3 design process to recommence, and subject to match funding should ensure the Phase 3 design is completed.


    Current status:

    The Phase 3 design process is recommencing in November 2023. Jacobs continue to be the engineering consultant, working on behalf of Monaghan County Council to design the road scheme. Due to the time that has lapsed since the project was suspended, Jacobs may need to review or repeat some previous work, for example environmental surveys may need to be updated. The project team will be in contact with landowners along the route to request access to lands for these surveys.


    Another important element of the design work is undertaking ground investigation. Ground investigation provides important information about whether land can support a new road or bridges, or whether rock or stone can be used as building materials for the new road. As ground investigations typically involve some element of disturbance, landowners are entitled to compensation payments, in line with rates agreed between TII and the Irish Farmers’ Association. The project team will be in contact with relevant landowners in Spring 2024, and will provide details of any ground investigation proposed and the likely compensation payment that might be due.


    Next steps:

    As the design of the road develops the project team will meet with directly affected landowners to discuss the potential impact of the scheme – this is expected to take place in late 2024/early 2025. Feedback will then be considered before a design is finalised. Compulsory Purchase Order (CPO) documentation and an Environmental Impact Assessment Report (EIAR) can then be completed – it is expected that this element of the project will be complete by Q4 2025. Subject to further funding, approval and Government consent, the project could then be submitted to An Bord Pleanála as part of the statutory approval process.


    Monaghan County Council and Jacobs would like to thank all of the landowners and stakeholders along the route for their co-operation to date, and the project team is looking forward to recommencing and progressing this important infrastructural project.


    Project is alive again thanks to EU funding.

    Ground investigation tender is out

    2 years of planning and design and it can go to ABP then in late 2025. Likely an adult in charge of the Department then so it bodes reasonably well for this project.

    It would be useful for someone to ask in the Dáil how much money has been spent redoing work because of the stop start nature of the management of these projects.

    I am selling my house, contract to be signed next week but got a letter today that the house is in the corridor of one of the proposed route. What is going to happen? I will have to inform the buyer and the sale is more likely to fell through, who will want to buy a property that could be affected by a compulsory purchase order. I am buying a property but if my house sale doesn’t go ahead, I won’t be able to finalised it and will never be able to move out. What are my recourse?

    Let them know but explain carefully that we haven’t chosen a final route yet and even if we did they only need a small amount of it for the road and in any case it won’t be built until the 2030s.

    Is this new road likely to be dual or single ? Given the A5 will be dualled, it would be nice to continue that into Co Monaghan....

    Yes, it will be dualled. Same cross-section as N22 Macroom, or the N4 into Sligo.
