Is a roof rack a modification (insurance query)?

I put a roof rack on a Van and upon renewing insurance the broker is telling me that this is a modification, and not an accessory.

Told that I am required to get a RSA report from a qualified motor engineer (€180 + VAT).

Anyone know if this is common for roof racks?

Is it permanently attached? If so it'd a modification.

If it's removable its an accessory, that you can leave it on all the time

Ya just unscrew 6 bolts with a spanner and lift it off.

    It's removable.

Depends on the insurer. Get it in writing if its not in the small print of the policy document.

These days insurers are very picky over the most trivial of things - for no other reason than that they can be.
