I am looking to get my house inspected as has some dampness and other repairs to be carried out.
Should I hire a structural engineer to complete I spection?

Just get couple of builders to give you a quote to fix it
You can buy moisture meter for 10 euros
I would look at roof and leaking gutters first
Then put in extract fan in kitchen and bathroom . Water condenses when it hits cold surface

You hardly need an SE but if you describe the house construction materials in more detail then we can have more insights.

Wall construction, including renders inside and out
    floor construction
    DPM/
    Roof construction
