Census Search Forms: Place in Record Treasury

Would anyone know what 'Place in Record Treasury ' mean in the Census Search Forms?

Some records show L 16 / 14 a as an entry beside 'Place in Record Treasury'.

Does this mean people were awarded a pension?

Underneath 'Place in Record Treasury' is 'Researched search by' or 'Particulars Found' and the handwriting say's 'Not Found'. Would this mean they were not awarded a pension???
