Is this a Dublin only plan or is there a separate document for the rest of the country?

Has a feasibility study of four-tracking the northern line ever been done?

It would involve a lot of CPO between Kilbarrack and Clongriffin. Lopping chunks off back gardens wouldn't be enough at that point. Houses are very close to the line.

Actually seems easier on the stretch from Clontarf to Raheny.

you could probably just 4 track the areas where CPO isn't needed. it's not as good as complete 4 tracking but at least it would be something.

ticking a box on a form does not make you of a religion.

    Hardly.

The whole point would be to have Belfast/Northern Commuter trains running on one set of tracks from Malahide as far as Connolly.

DARTS would run on the parallel tracks.

Belfast/Northern Commuter trains could save up to ten minutes as they would not be stuck behind DARTS and would probably only stop at Howth Junction.

DARTS would probably have greater reliabity too. It would't really work if the tracks diverged and then re-merged.

You could build a passing loop by CPO-ing a bit of Clontarf Golf Club. I don't know enough about signalling and scheduling to know if this would improve anything.

    Not necessarily.

That would be the ideal situation. However, putting even some of the intermediate stations on passing loops would help. Note that Malahide station and the Connolly-Howth Junction section are the real pressure points, not so much Malahide-Howth Junction

They made a few errors on page 44 about who won bus tenders for Kildare Commuter services & Waterford City Services. It incorrectly says in the report that Bus Eireann won the Kildare Commuter tender & Go Ahead Ireland won the Waterford City tender.

In reality it should be the other way round.

Bus Eireann won the Waterford services & Go Ahead Ireland won the tender for Kildare Commuter services.

Also re: The DART Expansion Programme

It is good that they have included the plan for the extra DART station in Woodbrook. They also say that they intend to possibly put in plans for another depot for the DART Expansion Programme for the duration of the plan. I know that there was one planned to be built in Maynooth for the DART Underground fleet. How much progress on the new additional depot has been done for the DART after Maynooth? Is that part of the plan realistic at all?
