    Seems to me like its just agitating the stones to make sure there are as few cavities as possible to cause the tracks to sink later on.

    they're not actually drills they are vibrators if you watch closely their is a clamp on front of them that lifts the tracks the the vibrators settle the ston underneath to settle little humps in the track to give a smoother ride!!!:D
