they have to employ someone to record RTE2 on VHS then move the tape to another machine for broadcast. 24 hour service would require 3 people on a rotating shift!

There is no actual cost to this, the space on the mux is just currently wasted, and any increase in fee goes to RTE. It's a (small) circular transaction from one public body to another.
