Trying to add payeee and getting error "Your request could not be completed..."

I am trying to add a payee using the mobile app on Android and also on the web using 365online and I'm getting an error on both platforms: 

Your request could not be completed at this time. Please try again later.

Is 365 down? I need to make a payment today.

We have had some reports that customers are experiencing difficulties with their mobile apps and online banking.
