Water Leak - Front Garden

Hi,

There is a substantial leak in a neighbours front garden which is spilling out on to the street for some weeks now. I can't see exactly where the issue is but I've checked the next garden along and no sign of a leak or surface water. I'm not sure if there is some sort of shore/drain in the front garden. 

Can I find out if a call has been logged for this issue or is this something you can assist with within somebody's private front garden?

If it's spilling out onto the public street as the OP has said, well then it's a health & safety issue & needs to be looked into right away. 

OP has reported a possible leak. Make contact with them, get the coordinates or address & send out someone to have a look.

Or the person who owns the garden could take some personal responsibility

They could, but they're obviously not. Irish Water have crews of lads going around door to door highlighting possible leaks in peoples property & asking for permission to carry out a first fix survey. Hardly asking to much to knock on the door of this persons house & check it out. They'll know about it if its a Boundary Box leak & someone lands on their arse as a result of it spilling out onto the street.
