Sim card doesnt appear to work

I bought a phone in Tesco along with a Tesco Sim card a couple of months ago. The phone constantly goes to answer machine when I try to ring or says Tesco network not available and at the moment says emergency calls only. I can use Whats app on it but only if in wifi area. It wont receive calls and cant ring out. 

I also just tried to top it up with 15e credit and it was rejected due to connection reset.
I was in Tesco today trying to get it sorted and it didn't fix the problem

Could you please sort this as the phone is for me to be able to contact my child and its not working/
