Electricity Reconnection

Hi, I have been charged for the previous owners reconnection fee. I did not own the house at time of reconnection. Have been informed by one of your reps on the phone that I have to be reimbursed by previous owner. How is this even possible that you take money when someone else organised reconnection and obviously will be billed for electricity used up until I joined your service???
