ESB Networks read the meters every 2 months. If they can't gain access, then they can estimate. If all your bills were estimated, you should have corrected it periodically. It says on the bill if the reading was an estimate or actual.
If he final reading is correct, then whatever the difference between that and your last estimate reading is what you owe. The initial reading is irrelevant, except to set an accurate reading from the beginning.
The new forum is ESB customer supply, not ESB Networks, and ESB Networks do all the readings. ESB CS are responsible for issuing your bill, but it will be based on Networks readings/estimates.
Esb networks only read the meters four times a year, so at least two of your bills a year will always be estimated. And as was mentioned earlier you can see on your bill if it is an estimated bill or not.
On the bill, under the headings of the readings (in the big blue section in the middle of the bill) under the heading present if there is an E beside that reading then your current bill has been estimated.
All you have to to do is take a meter reading and call ESB Customer Supply and they will put in the correct reading and reissue you with a new bill to the new reading.

When you open an account, we will only charge you from the opening meter reading you provide. In turn, when you contact us to close your account, we will charge you up to the closing reading you provide.
This ensures that you only pay for the electricity you used at the property when you are registered there.
Over a 12 month period you can expect to receive 6 bills, so one every two months. The meter reader will aim to take a reading from your meter for 4 out of these 6 bills. The other two will always be estimated.
If there are access difficulties, you may have received more estimated bills than is usual.
If you receive a bill with the letter 'E' next to your reading, it is estimated. If you take a reading from your meter, you can submit it online here, or contact us, on 1850 33 77 77 we will issue you a corrected bill.
In future, if you receive an estimated bill and you notice a large difference, for instance, greater than 150 units, it is best to contact us with a reading and we will send you a corrected bill.

esb networks only read meters when they feel like it and regularly leave meters unread for over a year despite what their website and charter say! but if you ring up customer supply with a customer reading they will use that for your bill if it has not been prepared yet.
