Does anybody know if wheelie bins can be left permanently on footpaths. Several shops near where I live store their wheelie bins on a nearby footpath. At the last count there were 6 bins. I thought these bins had to be removed once emptied and stored elsewhere. To me this practice obstructs the pavement. It can also lead…

Does anybody know if wheelie bins can be left permanently on footpaths. Several shops near where I live store their wheelie bins on a nearby footpath. At the last count there were 6 bins. I thought these bins had to be removed once emptied and stored elsewhere. To me this practice obstructs the pavement. It can also lead to illegal dumping of refuse bags which also has been happening recently. I live in north Dublin in the Dublin city council coverage area.
