    I'm wondering if someone could help me. Do prisoners
    in Ireland have access to sending and receiving e-mail?
    If yes, how does one go about finding where that prisoner
    is and their e-mail address?

    Generally not as far as I know (I think Liam Lawlor was allowed some office access for constituency work).

    Get their address the same as anyone elses - ask them. Or do I get the impression you want to contact a random prisoner? or stalk a particular one?

    No.

    They have access to computers for training purposes, but not to the internet.

    If you know what prison the particular jailbird is in, contact the governer's office and they'll sort you out with contact info.

    €300,000,000 budget

    3200 prisoners

    = €93750 per prisoner per annum

    Part of that is because of the cost of (a) the construction programme (b) the high of of prison officers (c. 2 officers per prisoner)
