Which iPhone to get

Son has asked for an iPhone 13 from CEX. I'm wary buying one as it's a few years old at this stage and would prefer to buy new. Any opinions on the 15 or 16? My son is 14

I've found a shop local that has the 15 for 540 and 16 for 649. Both are new and sealed, he has a lot of good reviews on Adverts too
