Hi all,
Vanilla are planning an update to the site on April 24th (next Wednesday). It is a major PHP8 update which is expected to boost performance across the site. The site will be down from 7pm and it is expected to take about an hour to complete. We appreciate your patience during the update.

    If one was to apply for mobility. Is your current department only advised at offer stage? Or are they informed from the time of initial application?

    There is a way to see who has applied for mobility but only the HR office would know. Your line manager wouldn’t.

    If you’re getting an offer they will be notified though.

    How exactly does mobility work in terms of receiving an offer. Are positions filled by internal or Pas panels and than whoever is top of the mobility list offered a position. Is the mobility list position based on seniority?

    Departments have quotas to fill a position through either internal promotion, outside promotion or else mobility/transfer. I don’t know the exact ratios but I think that every third vacancy is mobility. Departments may also have internal transfer lists which could affect this.

    Position goes to the person on top of the list who is eligible (2 years service, 2 years in same location, 2 years in same office).

    Mobility waitlists are primarily based on date of application. If 2 (or more) applicants apply to a list on the same day, then they are queued against each other by length of service in grade - whether you have transferred between depts is not relevant to the count, even at CO.

    The sequences vary by grade, and are (as per the website):

    CO – 1 in 2 vacant posts will be filled though Mobility.
    EO* – 40% Open: 30% Interdepartmental** : 30% Internal.
    HEO - 1 in 6 vacant posts will be filled through Mobility. Mobility will fulfill an Interdepartmental liability.
    AO – 1 in 6 vacant posts will be filled through Mobility.
    AP – 1 in 6 vacant posts will be filled through Mobility – 1 in 3 to be advertised. Mobility will fulfill an Open liability.
    PO – 1 in 6 vacant posts will be filled through Mobility – 1 in 3 to be advertised. Mobility will fulfill an Open liability.

    *The EO sequencing will revert to 50% Open : 25% Interdepartmental : 25% Internal on conclusion of the Public Service
    Stability Agreement, 2018-2020.
    **one in every two Interdepartmental vacancies to be filled by Mobility.

    With 1 in every 6 positions filled at my grade and if you are a good bit down the line on the mobility list you could be waiting years?

    You could be, definitely; although location and Dept choice would play a large part in that as well. Some lists are always going to move faster than others.

    Am I right in thinking that if an application is put on hold that you still progress up the line but get skipped over when it's your turn.

    That's right, the pre-offer will go the top person who is:
    - Eligible
    - On Waitlist (not on hold)
    - Not in progress for another offer

    If satellite town or irish language filters are applicable those would be on as well.

    That’s the theory. In practice though HR seems to attract the type of people who love gossiping about and sharing this type of information while also making sure nobody finds out their business. I’d just assume your manager knows.
