Need balcony cleaner, without power wash

We're looking for a recommendation for a balcony cleaning service, but without using power washing, as we have neighbours downstairs. We want to get the wooden balcony floors sanded and stained. Any information appreciated, thanks in advance:)

Get rid of it and put down composite decking instead. Much more durable and easy to maintain. There are cleaning products for wood decking but its back breaking work tbh if you're dead set on not power washing.
