Garage and Planning Permission

    About 15 years ago we got full planning permission for a house and garage, we only built the house.
    As the detached garage is more than 25 sq M, do we need to reapply for PP or can we claim the work was substantially completed within 5 years of receiving the PP and are now just completing it?
