Well, the European Union is still made up of 28 countries. Yet in some sources I have read about 38 national and regional parliaments, but I can't find any source listing them.

Does anybody know which are these 38 national and regional parliaments?

Excuse my ignorance and thanks in advance of course.

There are 5 regional executives in Belgium alone.

At least 5 upper chambers (there are 13 upper chambers in the EU - senates, the House of Lords, Bundesrats and Slovenia's National Council)
and at least 5 regional Belgium parliaments (there are 7)

Yep, it's in the name. National and regional parliaments. The regional ones are for places that have devolved power to local parliaments. So in the UK there's Westminister, Holyrood, Cardiff and Stormont.

If we made every county council a regional parliament. Could we get a lot of free money from the EU?

No, it only applies to Belgian regional parliaments. In the UK only the House of Commons and House of Lords have the veto.

So have they sorted out the obligations regarding the Good Friday Agreement ?

or are you just accepting that the House of Commons can do what ever it wants as the UK has no written constitution or other protections ?

It refers to Senates in 5 countries, not sure which 5 though. I think Germany is one of them and Ireland is not.

    http://www.telegraph.co.uk/news/2016/12/21/eus-national-regional-parliaments-get-brexit-deal-veto/
Theresa May’s plans for a post-Brexit trade deal could be blocked by the national and regional parliaments of the 27 member states after a landmark ruling by a senior member of the European Court of Justice.
It means that a post-Brexit deal may have to be agreed by at least 38 national and regional parliaments, including the 27 national parliaments, at least five regional and linguistic parliaments in Belgium and at least five upper chambers.

This may help and shows the ratification steps needed for the Treaty of Lisbon.

Obviously the Presidential/Royal/Ducal step wouldn't count as part of the above nor would any referenda steps (although they might in certain cases be able to delay/block parliamentary assent). I think that you'd need to add a vote in favour by the European Parliament (as I think it would be mandatory for a trade deal) and probably also one in the Åland Islands.
