Yes Cologne is great for kids, there are 7 individual sites where the Christmas markets are held and on top of that there is the area alongside the river Rhine which the kids will love and the chocolate museum and an open air ice skating rink. Plenty to keep the kids occupied for a couple of days

Hamburg is worth a look too. As well as the markets, the kids (and adults) will probably love going to Minatur Wunderland (http://www.miniatur-wunderland.com/). And if you time it right (04.11.2016 - 04.12.2016) Dom will be open. Think Funderland but classier.

We stayed at Motel One Hamburg am Michel. Simple hotel, decent price but well located to the various markets.
