Disabling Windows Messenger service

    I have been getting the odd bit pop up spam recently, or IP broadcast messages as they are sometimes known.
    This spam is broadcast to a range of IP addresses and use the Windows Messenger Service as their way of getting the ad. onto your screen.

    What I want to know is, how do I go about disabling Windows Messenger?
    I have had a root through my control panel and Windows components and I can't find it.

    P.S. this is not to be confused with MSN messenger.
