smells like your using a software gfx plugin without the processoer to back it up.

post your specs and ill tell ya the best settings

i reccomend petes opengl with these settings

    Plugin: Pete's OpenGL Driver 1.1.71
    Author: Pete Bernert
    Card vendor: NVIDIA Corporation
    GFX card: GeForce2 MX/AGP/SSE

    Resolution/Color:
    - 800x600 Fullscreen - NO desktop changing [32 Bit]
    - Keep psx aspect ratio: off

    Textures:
    - R8G8B8A8
    - Filtering: 0
    - Hi-Res textures: 0
    - VRam size: 0 MBytes

    Framerate:
    - FPS limitation: on
    - Frame skipping: off
    - FPS limit: 53

    Compatibility:
    - Offscreen drawing: 4
    - Framebuffer texture: 2
    - Framebuffer access: 3
    - Alpha multipass: on
    - Mask bit: off
    - Advanced blending: on

    Misc:
    - Scanlines: on [210]
    - Line mode: off
    - Unfiltered FB: off
    - 15 bit FB: off
    - Dithering: off
    - Screen smoothing: off
    - Screen cushion: off
    - Game fixes: on [00000003]

the game fixes are the ff7 fix and direct framebuffer update

use eternal spu plugin and turn the fine tune up to about 16 as for some strange reason the sound seems to be running a little slow. the frame limit of 53 also helps even out the pitch of the sound. now these setting run it 100% full speed on my p3 500 gf2mx so there is no reason it shouldnt run better on yours.
