Error 1f6 network card prblem

I tried two different networks cards and they both seemed to install correctly with windows(98) saying the device is working properly etc. the only problem is that with both cards i kept getting error 1f6 when windows tried to install the PCI Ethernet Controller. So my question is, is this a network card problem, a windows…
