Driving me insane...

Ok. I just watched "The Phantom" tonight and it ended somewhat differently as to how I remebered.

I realize that I have my films mixed up but i can't for the life of me remember the film I was thinking of and its driving me up the wall.

I remember a scene where an entire large builing is made to disappear. From what I can remember this film has a superhero of some kind and an evil artifact that can do some weird stuff (ie, make buildings invisible).
If memory serves me correctly (unlikely though it seems) it is also based in 1920-1940s New York. I also remember some kind of "document chutes" that were over building tops and some high speed scenes of following the documents as they travelled through these "chutes".
I'm pretty confident this is a film made in the 90s also.

    PLEASE HELP ME!
