I read up on this a while ago for our servers in work.. never enabled it though, but a quick run-through of whats required:

Has the PC an on-board network-card or is it in a PCI slot? if its the latter make sure theres a 3-pin cable going from it to the motherboard.

Enable WOL in the computers BIOS and in the network options for the card in your OS (may not be necessary).

You'll also need some software to automatically send the required WOL packet to the PC from the remote/other pcs on the network, as this isn't done automatically afaik.

Also you can't turn a PC off, basically the OS controls that via ASPIs Suspend/Hibernate capabilities, saving the computers state and just leaving power to the network card (thus it doesn't actually have to go through boot procedures).
