    Can American DDR RAM work on a European pc?
    Or is their any concerns with voltage/compatibility changes?

    yes

    voltage differential is in the ac supply to the transformer

    this is then stepped down to 5.5v DC or so by the transformer

    therefore all the internals work off the same voltage everywhere in the world.
