Planning, "Light Adverts" and public buildings

Not sure if this is the right place for this type of post, but anyway..

Just wondered if anybody knew what the legal or planning implications were for those advertising lights which project onto public space.

In particular I am interested if there are any laws governing where or how the adverts are projected.

You've probably seen them projecting from a shop onto the footpath outside, but have you noticed any government/public buildings used as a billboard?

I live near the four courts in Dublin and was rather surprised to see a huge moving light advert for a privately owned licenced premises (www.thebar.ie) projecting on to the east exterior wall of the four courts buildings.

Anybody work or have any dealings with any DoE/Local Government offices which may cover this type of thing?

    Just wondering...

The best you could try for would be to call it a public nuisance (at common law). Shining a light on someone else's building just isn't contempleted in the planning acts. Your case would be much stronger if it was your building. It would need to be ongoing to be a nuisance, one off events don't count.

I think any type of out door adverts in Dublin would come into Dublin Corporations power.

That is as Victor said if its an ongoing thing and not just once off.

In 1999 FHM projected an image of a naked Gail Porter onto the side of the Houses of Parliament. Just to prove I didn't imagine it:
