As many will know Noel Dempsey as Environment minister tried and failed to end the duel mandate, now Minister Martin Cullen seems to have been stymied by backbench cannon fodder kicking up a stink. Is'nt it long past the time when all those well-paid and according to them overworked public reps concentrated one one…
