Refund of Airport Tax

I heard a rumour that it's possible to get a refund on airport tax paid for a flight that was never used.

If you don't use the flight, you are paying tax on a service never used, so it cannot be justified for the government to keep the tax.

    Has anyone heard of this?

How does one go about making a claim?

Most airlines (including Ryanair) refund your airport tax, however your must pay the service charge. Since this is often more than the tax itself, it often isn't worth it. IIRC, Ryanair charges GBP20.
