Reffing the premiership

Four blatant penalties turned down in the last three days, two of which could have left Arsenal 7 points behind L'pool and two yesterday which could have left Newcastle in a bit of trouble from the start.

Is it time for refs to be answerable for their bad decisions ?
There is talk of a league for the refs where if there are X many bad decisions they are relegated to reffing first div. games etc.

Should the FA go the whole hog and use video reffing even though the man upstairs does not agree, it is being tested only for specific decisions to good effect elsewhere.

I do agree that ref's should be graded and promoted etc on how they perform, but this should not be done on a public forum it should be done behind closed doors. In fairness to them I think the last thing they need is more pressure piled on them. I also think it should be pointed out to them that they are not infallible and that just because a player makes a jesture of disagreement should not call for an automatic booking. Obviuosly if they do a united and chase the ref up the pitch the card should come out, but I have seen players booked for shaking their head and walking away etc
