It's been in the works for about six months to a year. You'll find more info on www.europa.eu.int and www.icann.com. Should be added to the roots by the end of the year, although with ICANN you never can tell.

afaik .eu has been around for quite a while; it's just nearly impossible to get since its reserved for governmental bodies.
