    What do they think of the diluted Communications Bill?
    In particular:
    1 Will the ODTR's powers to fine companies really be increased in any way or will it still be relatively powerless since the regulator won't be able to fine the companies directly - any prosecution leading to a fine will still have to be taken by the Director of Public Prosecutions which will mean it will most likley take years to go through the courts?

    2. Is it the case that under the new proposed legislation any decision taken by the ODTR would still be suspended (not take effect) while being challenged in the courts whereas decisions of the other (Electricity and Aviation) regulators come into force fully unless and until they are overruled by the courts?

    What about LLU pricing vinnyfitz? The pricing set by the ODTR remains standing while Eircom drags it (frivolously) through the courts.
