    my mum got an isdn line a week ago from 'eircon',much to my annoyance,but is having problems setting it up. She was also told that she needed to be on subscription for the digital line??
    is this true? if not who does she complain to

    Assuming you're talking about Internet access, no, you don't need to be on a subscription account. UTV, Oceanfree and even Eircom's free service all support ISDN. I guess this is a form of cross-subsidisation, so the ODTR would be the organisation to complain to.
