    Call it a proxy implementation if you will but it looks as if the Bush administration is going to create 'economic incentives' for American industry to curb green house gases. In my view this move is not ideal but better than nothing.

    This plan is being presented as the Bush administrations alternative to the Kyoto protocol which despite the withdrawal of the USA has been largely agreed to be implemented in the original form of the agreement anyhow.
