    Is there any programs out there that can look at a network and see which computer is copying from another or see who is downloadin from the net? There's no server, just 15 or so computers on a 100mb lan.

    There are loads of programs that do this.
    What you're talking about is monitoring high level Windows networking stuff though.
    There's a package called Net X-Ray which is very good.

    Server admin would do it to some extent too (these are NT?).

    Or if your authorised to do so you could install VNC as a service in view only mode and remove the status helper.
