got a dell latitude cpx 650

lovely spec ONLY it doesn't work

when i load it up it hangs on the code page bit
any idea?

Yep, take it back and get one that works

or...
Use F5 (or F8 or CTRL whichever) just when the POST finishes, try a selective startup and see if it's any crap in autoexec.bat or config.sys.
If they are fine, then it's more than likely a windows load-time hang, in which case you can start in "logged" mode, and later examine the log file for what crashed/hung the machine.

Then again it might not be a software issue, you could have some dodgeey hardware causing it, rare but I've seen it happen.

What exactly is happening, is it hanging on the bios screen or when booting windows.
If your feeling brave, open the case and make sure the everything is connected properly as sometimes stuff can come loose during shipment

opps sorry, latitude, still can reseat most of the hardware, go to your documentation for the diagrams, also hold down the i,o,p keys very hard and try powering on
The processor is underneath these keys and can usually get it to work
