weird pc problem

Hey I'm having a bit of a strange issue (wouldn't call it a problem yet) with my pc and was just wondering if anyone had experienced this before.

Basically I have my pcs plugged into a surge protector plug board. Most nights I unplug this before heading to bed. I've recently started using my main machine again for the first time in two months (long gfx related boring story) and for some reason everytime i flick the power switch on the surge protector the psu starts up and the cpu fan starts spinning without my going near the power button on the pc.

By this I mean, the the pc doesn't boot or post, but the leds come on and the at least fans (psu and cpu ) start spinning. Now if i switch off the power switch at the back of the psu, leave it for 30 seconds and switch it back on nothing happens and I can boot as normal by pressing the power on button

I built this machine around 6 months ago and never experienced this before now (*the machine ran for 4 months prevously without this ever happening). Anyone got any idea on what might be causing this.

Specs on the machine are as follows
Antec Sonata case and 380w psu
    Amd64 3000+ (not overclocked)
    1gb Twinmos 3200 ram
    msi k8n neo2 platinum mobo
Asus x800xt pe gfx (last thing added)
    80gb os hdd & 160gb storage (sata)
    DVD rom drive
    DVD+/- rw drive

**Edited repeatedly to try and clarify a messy post

What you mean the pc starts up? or just psu/cpu fan?

yeah, sorry should have made that clearer, basically just the psu and cpu fan start spinning (leds on the front of the case come on too) but the machine doesn't boot or post.

if i turn off the psu at the switch on the back, then turn it back on it will boot as normal.

Odd alright. I had a problem similer only it booted up normally. It all depended on where I had my modem placed, like which PCI slot. I moved it and it no longer was a problem.
You said u had a graphics card problem. Did you install a new graphics card?

yeah just installed a new ati x800xt pe (replaced a 6600gtoc) I've checked whether any connections were knocked loose on the mobo when installing but didn't find anything.
