    When is the minimum wage next increasing
    (I know its done via the budget, but when is that actually implemented and does the wage increase every year)

    Its €7.65 . It just went up and probably won't be changed again for at least a year. It is not connected to the budget

    actually ballpoints are not recommended for government documents as their mark fades, real ink is the preferred mark (AFAIK)

    however, when I said instrument I didn't mean a physical instrument, but a legislative one

    I seem to recall that black ink is prefered over blue ink as well as blue ink fades quicker.

    IIRC there is no timeframe for increases to the minimum wage, it's a legislative change but not neccesarily through the budget. It doesn't increase yearly but rather when the govt pass legislation to increase it.

    It is usually changed by ministerial order by the Minister for Entreprise and Employment. It is deliberately not matched with tax changes.
