What are you trying to charge it with? Using IEEE1394 or USB(2?)
Have you tried the plug adaptor? Have you tried someone elses?

Symptom: The iPod displays a picture of a power adapter and wall plug.
Cure 1: The iPod wants to be plugged into a power outlet and won't proceed until you do so. You see this icon after you've restored your iPod and the iPod needs to update its firmware. This occurs only when you've plugged your iPod into a USB port or un-powered FireWire port (the 4-pin variety of FireWire ports found on some PCs).

The iPod needs to be plugged into a high powered source to allow firmware re-flash. Doesn't this come up on the screen when you restore your iPod?

That symbol on your iPod simply means connect it to your mains. Think its a firmware thing but ya you got it right.

Plug in your iPod to be charged (via the mains and NOT the PC) and it should work ok :)

You usually get a sheet back with your Ipod - you need to format it for a PC rather then a MAC first - make sure you've done this.

What I want to know is why you went thru all the trouble of drawing "the sign" and then taking a pic of the drawing with digital cam, when you could have jsut taken a pic of "the sign"???

    :p

When you update the firmware when it comes back from apple - you need to plug it into the mains (using AC adapter) to complete the firmware update.

the ipod wont charge from the pc unless it has some charge in it already ... charge it from mains for a little while then reconnect
