Transcoding Ogg to Mp3 from command line

I'm looking for a program to transcode ogg files to mp3 (or wma would be even better). There's a lot of files to do, spread across several folders, so I wanna script it to search through directories and convert every ogg file it finds. I was thinking I'd need something that can be run from the command line, but if anyone knows a GUI based app that can I can just setup and leave to go through directories and convert en masse, that'd be great too. Something linux based that I could run on cygwin could also be considered. And yes, I am aware of the performance degradation from converting from one lossy format to another. Thanks for any suggestions.

Would either of the two software's mentioned convert Mp3's to WMA? WMA will work in a normal CD player won't it? as I've captured loads of music from sky and have them stored in Mp3, however Audacity, the software i'm using to capture and convert only converts to wav, MP3 and Ogg vorbis. Any info is appreciated :)

God no! The only thing that'll play on a normal cd player is a normal audio CD. i.e. burn an "audio cd" in nero (or whatever program you usually use). Converting to WMA is a waste of time.

Why do you want to convert to mp3/wma? Unless its for an mp3 player that only supports MP3/WMA you probably don't need to...

Uncompressed formats (WAV, PCM) can be burnt to create an Audio CD. WMA is compressed, encoded - in a similar fashion to MP3 - but with DRM and a proprietary scheme... so: no. WMA will not work (Unless it's decompressed first - same for MP3).
