how to get faster speeds?

Hi! Im living in these college apartments in carlow, its has a 3MB line and its so bloody slow, i think its coz ppl are hogging the bandwith from dl shiot from limeware and all those p2p sharing programs, i dont use it at all coz ive no need for it. is there any way that i can speed up the connection at all. any ideas,

if its limewire thats taking up all your bandwidth you can got to tools, options, downloads. there you canset how much bandwidth limewire can use. if thats not it, heres a link to check how much bandwidth you actually are getting with your line at the mo...
